Manipur Government Job Examination system is a total failure. The will and aspiration of the candidate is totally sidelined. Many deserved and rightful candidates were deprived of their right in many circumstances as corruption is at its height.

People consider option for buying government job in Manipur. For buying government job, amount spent can be a multiples of lakh of rupees. Rich gets richer whereas poor people suffer more and more. A capitalist society is formed. Although it is illegal to indulged in such action and punishable by law, prove is needed to book the culprit and it is not an easy task to do so and it’s almost near to impossible if the highest official of the government job provider are corrupt.


People have to choose between better service and corruption with inefficient system. Former one is better in every aspect. Examination system should be changed and a better environment should be created where we can get quality services as expected.


Manipur state government job recruitment process is a long and a slow process. The system is also very inefficient. Every department is carrying out job vacancy recruitment process independently. There is no ethics in the way the recruitment processes which are carried out. Fee amount for any job recruitment form are also very high. People felt that the governments are concentrating in earning money by selling job vacancy examination recruitment forms rather than providing job.


Usually the process for applying any government job are required to be made available easily and process easily as done in any central government and private multinational company job recruitment process but the state government made the process very lengthy, outdated and time consuming.


Most of the application are applicable in offline mode and create space to indulge in corruption even in the initial phase. Like for example, money was spent to get exchange card number or application forms faster or sooner without standing in a long queue.


When a government job is advertised in the newspaper, people are stranded in long queue to get registered in the government job exchanged office in the entire district. People stranded in long queue to get another serial number to be recorded in the exchange card which is provided by the Manipur State exchange office. It is a time consuming and lengthy process. The date of issue of the exchange card serial number for any job vacancy from any exchange office is usually not advertised in the newspaper. Job seekers needs to visit the exchange office frequently to check the time frame because the date of issue of exchange card serial number for any job notification are fixed by the exchange offices independently and are different for different exchange of any district and provides very limited time frame for issue of exchange card number for any job vacancy. People usually missed out in the process. Job seekers gets the application form after a long queue from the respective department where the job vacancy is available and submission is done in the venue provided along with all the necessary document and job exchange card serial number which is issued by the exchange office.


Many recruitment examination for Manipur state government job vacancy is very irrational, improper and not transparent. Usually examination question papers were not allowed to be carried away by the candidates after the exam. Therefore there is less room to check for any error and correction of question papers. OMR sheets were not used in many cases and there are more chances for error in correction of answer sheets and there are chances of intentionally awarding less marks and a space for indulging in corruption. Steps were taken in some cases to skip the steps of viva-voice or interview after the written examination to curb out corruption up to some level. But this would prove to be less effective if the written examination process is not rectified.


It’s a matter of question that needs to be asked why the government of Manipur with so many qualified bureaucrats, official and resources could not conduct an exam with transparency and positive intention. Whether they have no knowledge in such matter or they too entered the system by passing the same system is a question. Such system makes our society to degrade.



Transparency in Government Recruitment


A system should be introduced where a particular government setup like Manipur Public Service Commission should be given the task to conduct all the job vacancy examination collectively. Job vacancy of the various government departments should be identified and listed and to conduct the combined recruitment process every year like Staff Selection Commission. It will decrease long standing queue for application forms for job vacancy of each and every department. Time consuming and lengthy process should be gone. Unnecessarily spending fees on application form would be reduced.

For transparency and better conduct, a step can be taken to ensure the fairness of the conduct of the examination. Proper OMR sheet can be used. Provide the question paper to all the candidates after the examination is over. Examination question paper along with the answer keys needs to be advertised in the newspaper after the examination. Time frame for any correction of error of question papers can be given if there is.


Written examination should be declared as soon as possible without much delay. Merit list can be provided with waiting list along with the window for rechecking answer papers and rectification.


Powerful political leadership, will and courage are needed to change the system. Inspiration can be obtained from some of the most successful figures and developed countries in the world. Our future depends on the system. Let the system provide better and quality service to the public. We need to make our system strong and powerful. Money has power whereas qualities have respect and wisdom.


Government which is manned by qualified service personnel would progress extensively. Citizen would get better service. Lets make the qualified candidates fill the post vacant for rendering government services. The state would progress. People would feel proud to be under such a system. People will inspire and progress.
